Isabelle Bourgeois, Ph.D., is Assistant Professor at l’École nationale d’administration publique (ENAP), University of Quebec. Her research work focuses on the role of program evaluation in improving government decision-making and resource allocation. She is specifically interested in organizational evaluation capacity and evaluation utilization, and conducts most of her research work in education, government, and public health organizations. She is the current Editor-in-Chief of the Canadian Journal of Program Evaluation and sits on the editorial board of New Directions for Evaluation. Dr. Bourgeois has co-edited three books and has penned approximately 20 journal articles. She has also conducted several evaluations of federal, provincial, and municipal programs, as well as of non-profit organizations. Before starting her academic career, Dr. Bourgeois was a federal government evaluator for 11 years. In 2017, she received the Karl-Boudreault Award for Leadership in Evaluation from the National Capital Chapter of the Canadian Evaluation Society.
