The Organizational Evaluation Capacity Diagnostic Instrument, which is available free of charge, is based on a conceptual framework developed by Bourgeois and Cousins (2013). The instrument measures organizational capacity across six dimensions, which constitute its main sections (organized according to ”capacity to do” and ”capacity to use” evaluations).
A questionnaire should be completed for each participating organization. In many cases, the individual responsible for completing the questionnaire will need to consult certain colleagues, such as members of senior management, program managers, corporate services employees, etc. These individuals can be consulted in various ways, depending on the individual and the situation (for example, formal interviews, management meetings, or written consultations). We encourage you to complete the questionnaire as part of a workshop, where a group of interest holders must reach a consensus on each of the statements. This approach is often just as valuable and useful as the results of the instrument itself, as it encourages conversation and discussion among group members.
