Evaluation Practices in the UQ Network

The Université du Québec Network as a Laboratory for Organizational Learning: A Partnership-Based Study on Evaluation Practices

As part of the Province of Quebec Ministry of Higher Education’s 2021–2026 Student Success Action Plan, the universities within the Université du Québec (UQ) network established a Community of Practice and Learning (CPL) in evaluation, supported by the UQ central office. This CPL aims to strengthen evaluation capacity, foster a culture of evaluation in support of student success, and promote the network’s initiatives.

This research project seeks to analyze the emerging evaluation practices within the UQ network. It explores how these practices are being implemented, the contextual factors influencing them, and the contribution of the UQ central office’s evaluation capacity building strategy.

At the intersection of research on evaluation capacity building and learning organizations, the study adopts a partnership-based approach and relies on a multiple case study methodology and practice narratives. The results aim to inform higher education institutions and other public organizations about the drivers, challenges, and impacts involved in developing an evaluative culture.
